RTE fails to lift education in rural areas: Report

The study conducted by the ASER Centre, a network of civil society organisations led by Pratham, in collaboration with Unicef and Unesco, draws attention to gaps that need to filled for effective roll out of universal elementary education. The study, conducted in Andhra Pradesh, Assam, Himachal Pradesh, Jharkahnd, and Rajasthan, focused on school organisations, teacher background, teacher capability for teaching, classroom processes and learning outcomes. The counter-flow, however, is nothing to write home about, with the intake of students from abroad to India plateauing in recent years. A head count of foreign students taken by the HRD ministry for 2008-09 showed that the enrollment of international students in Indian varsities was up by a modest 500 to touch 21,778. This barely conspicuous increase took place at a time when the foreign student population in universities across the world was growing at the frenetic pace of 65 per cent since 2000. Soumitra Roy, managing director, Prometric India, which is organised the tests, said an original photo I-card was a must. "We wish to remind candidates the importance of bringing an original and valid photo identification. Those using college IDs must also produce a valid ATM, credit or debit card with their name," Roy said on Monday. "Those without proper identification will not be allowed to appear in test. PGET to be held only in Bangalore from next year

For, authorities have planned to conduct such tests only in Bangalore. "Earlier, we'd hold PGET in eight centres across the state apart from Bangalore, enabling more students to take the muchsought-after exam. But after major irregularities were unearthed in some centres outside Bangalore , we've been forced to do away with it to ensure transparency," medical education minister S A Ramdas said on Monday. Aslam is acting vice-chancellor of IGNOU

Rajasekharan Pillai, who completed his five-year tenure on Thursday, according to a release. Aslam was director of the School of Continuing Education (SOCE) at IGNOU and since 1992 professor of Rural Development at the university. He was also director of the National Centre for Innovations in Distance Education (NCIDE) of the university for over three years. Aslam, 64, has a master's degree in Sociology. The exams which began on Saturday were online, and went on without any major technical glitches or problems. The Common Admission Test (CAT) -- the gateway to pursuing MBA from the Indian Institutes of Management (IIMs) among other prestigious institutions - is being held from Oct 22 to Nov 18. The State Food and Drug Administration (SFDA) and Ministry of Education (MOE) have directed the local health and education administrations to immediately carry out checks on the entire process of food safety in schools. Deshmukh is among the growing number of candidates with work experience taking the exam, which is the entrance criterion to the prestigious Indian Institutes of Management (IIMs) and 150 other B-schools. This year, the percentage of candidates with work experience has gone up significantly, from 27.35% in 2010 to 32%. Of these, 13% have worked for a year to two years and 12.5% have worked for more than two years. The rest have worked for six months to a year. “While the majority of candidates are still fresh out of college, more professionals are feeling the need for a post graduation in management for career progression,” said Janakiraman Moorthy, CAT 2011 convenor. Centre faces heat over MBBS common entrance test

Gujarat, Maharashtra, Andhra Pradesh, Karnataka, Tamil Nadu, West Bengal and Bihar have approached Union health and human resources ministries seeking review of the decision. They insist that the Medical Council of India can only monitor the regulations but has no power over admission procedures, and it should allow them to conduct their own tests. Claiming that the common entrance examination would be unconstitutional, All India Private Medical Colleges and Private Universities Welfare Association plans to challenge the decision in the Supreme Court. No common PG medical entrance test next year

The National Eligibility Entrance Test (NEET) for all postgraduate medical seats across the country will now be held only in 2013, given the lack of resources and expertise required to conduct the examination on a national scale in different medical streams. "In view of lack of resources we have decided that the test will now be held in 2013 and the National Board for Examination (NBE) will be roped in to conduct the test. It will by then strengthen its own resources and infrastructure. At present, it does not have the capabilty for holding the exam," Health Secretary PK Pradhan said. Now the "selected meritorious" students from NIFT would avail the unique opportunity to obtain a joint degree awarded both by NIFT and FIT. "The association of two premier fashion institutes would reap benefits which would be multifold in nature," an official statement said. IGNOU has signed a Memorandum of Understanding with Sweden's Gothenburg University, Sweden for the Institute of Culinary Arts (ICA), which would be set up by July 2012. "Our focus is to provide ready to train workers for the kitchen. The manpower would have all types of domain skills and knowledge and fit into different job positions and resource categories of the industry," said B.K. Goswami, advisor for the ICA. "The kitchen of the R&D (research and development) centre will be built like an amphitheater for photography and training purposes," he added. As per the varsity, the ICA will be launched with three-year degree programmes in Culinary Arts, Culinary Management a
