Centre faces heat over MBBS common entrance test

The Central government’s plan to hold a single common entrance test for admission to MBBS courses across the country may come a cropper with seven states opposing it, and owners of private medical colleges threatening to not admit students who qualify the exam.
Gujarat, Maharashtra, Andhra Pradesh, Karnataka, Tamil Nadu, West Bengal and Bihar have approached Union health and human resources ministries seeking review of the decision. They insist that the Medical Council of India can only monitor the regulations but has no power over admission procedures, and it should allow them to conduct their own tests.
Claiming that the common entrance examination would be unconstitutional, All India Private Medical Colleges and Private Universities Welfare Association plans to challenge the decision in the Supreme Court. High courts of Andhra Pradesh, Maharastra, Tamil Nadu and Gujarat have already stayed the implementation of the common entrance test.
Private colleges are even preparing for a "zero admission" year in the next academic session if the Centre goes ahead with the common entrance test. Out of 335 medical colleges in the country, 181 are private with a total of 22,770 seats in MBBS courses as against 18,799 seats in government colleges.
A common test also means adhering to the syllabus and standards of the Central Board of School Education (CBSE), which infringes on the right of states to supervise education. Since qualification levels vary, students from backward classes and rural areas would not be able to compete at all-India level.
Association secretary and owner of Katihar Medical College Ashfaq Kareem said that since the CBSE syllabus was urban-centric, rural students would be at a disadvantage. “It is worth mentioning that many of the states have allowed students to write answers in their local language.”
