Ramjas College to introduce 4 new centres of excellence

New Delhi: Ramjas College of the Delhi University has announced that it will be opening four new centres of excellence from July this year in order to go beyond the regular curriculum. The four new centres, that would have Ramjas College Principal Rajendra Prasad as their chairman, would be South Asia Centre, Centre for Public Policy and Governance, Centre for Media Convergence and Centre for Multicultural Studies. The courses at these centres will be of a duration of three months and they will be open to both students as well as professionals. Rajendra Prasad said that the centres will be highly critical and relevant to today's world and each of them would deal with issues that affect our daily lives directly. "Whether it is media ethics, politics of South-Asian countries or various scam happening in the government that we hear of everyday, these are important issues and require a closer look," he said. Literacy rises by 9.2 percent, now 74.04 percent

New Delhi: India's effective literacy rate has recorded a 9.2 percent rise to reach 74.04 percent, according to provisional data of the 2011 census released on Thursday. Effective literacy rate in the 2001 census was 64.83, which improved to 74.04, said Registrar General of India and Census Commissioner C. Chandramauli. Interestingly, literacy rate improved sharply among females as compared to males. While the effective literacy rate for males rose from 75.26 to 82.14 percent marking a rise of 6.9 percent, it increased by 11.8 percent for females to go from 53.67 to 65.46 percent. According to provisional totals of the latest census, literates constitute 74 percent of total population aged seven and above. Chandramauli said it was encouraging to note that out of total 217,700,941 literates added during the decade, females at 110,069.001 outnumbered males at 107,631,940. Gandhi's 'unity' letter sells for £11k

LONDON: An anonymous Briton bought a Mahatma Gandhi letter for £11,400 at an auction in London on Tuesday evening. Bonhams, the auctioneers, described the document as "one of the most important Gandhi letters to come in the market in 30 years". The letter, written on December 15, 1919, refers to India's "passive resistance" against the British rule and the need for Hindu-Muslim unity. It was earlier estimated to sell for £8,000-10,000. "I venture to claim that I have rendered a service of the highest order by advising the Mohamedans of India to express their sentiments in a restrained manner and by advising the Hindus to make common cause with them," the Mahatma wrote in the letter. India's population rises to 1.2 billion, says Census report

NEW DELHI: India's population rose to 1.21 billion people over the last 10 years — an increase by 181 million, according to the new census released today, but significantly the growth is slower for the first time in nine decades. The population, which accounts for world's 17.5 per cent population, comprises 623.7 million males and 586.5 million females, said a provisional 2011 Census report. China is the most populous nation acounting for 19.4 per cent of the global population. The country's headcount is almost equal to the combined population of the United States, Indonesia, Brazil, Pakistan, Bangladesh and Japan put together, it said. The population has increased by more than 181 million during the decade 2001-2011, the report said. The growth rate in 2011 is 17.64 per cent in comparison to 21.15 per cent in 2001. MCI moots reforms in medical courses, exams

NEW DELHI: A common entrance test for all undergraduate and postgraduate medical courses, a licenciation exam after internship and a new M.Med. course for medical graduates are among the reforms mooted by the Medical Council of India (MCI). Talking to reporters after a national meeting on reforms in medical education, S.K. Sarin, who heads the board of governors of MCI, said reforms aim at meeting the dual challenge of having more graduates and maintaining the quality. "The most significant challenge for regulatory bodies like the Medical Council of India has been to balance the need for more medical colleges with the maintenance and improvement of quality standards," Sarin said. MCI proposes new quality test for medical grads

New Delhi: The Medical Council of India (MCI) has proposed to introduce an Indian Medical Graduate (IMG) degree from the year 2013, which will be a national level examination to increase the credibility of medical practitioners. The MCI has planned to introduce two such examinations, one each for undergraduate and postgraduate medical students and has said that the tests would be similar to an ISI mark for doctors that would ensure good quality of service. MCI governing body chief Dr. S.K. Sarin said on Tuesday that the IMG test will be conducted two months after undergraduate medical students appear for their MBBS examinations. He added that appearing for the test would be voluntary and any undergraduate student would be able to take it between the years 2013c and 2016. The MCI has planned that the test would be made mandatory for all undergraduate students from the year 2017. The largest chunk of private spending in the higher education sector in India is on the engineering discipline. Of the Rs 30,700-crore private investment in education in 2008-09, 30% (Rs 9,838 crore) was on engineering courses, according to a report released by the Confederation of Indian Industry (C II) on Thursday. Titled ‘The Status of Higher and Technical Education in the Western States’, the report looks at various aspects of higher education in Goa, Gujarat, Madhya Pradesh and Maharashtra. Among all the western states, Maharashtra has seen the largest private participation. “Since the 1990s there as been rapid growth in privatisation in the higher education sector and the public growth has been marginal in these 20 years,” states the report. “The distribution of private institutions across the country is, however, uneven, with growth concentrated in a few states.” The next largest chunk of private investment, Rs 5,366 crore, was on graduation courses in arts, science and commerce

If HRD Minister Kapil Sibal called for an end to politically managed appointments of vice-chancellors to universities, Sam Pitroda, advisor to Prime Minister on Public Information Infrastructure and Innovation, expressed disappointment with the government lethargy on higher education reforms. Speaking at the V-Cs’ conference Friday, Pitroda said the government must “act now” on education reforms “as there has been no progress in this regard in the last five years”. NEW DELHI: The Council for the Indian School Certificate Examinations (CISCE) has decided to introduce the core syllabus for science and mathematics in its senior secondary classes from the 2011-2012 academic year. Consequently, the new batch in Class XI this year will take the Class XII board examinations with common syllabuses in 2013. With this, of the 32 education boards in India, 20 boards including two national boards — CISE and Central Board of Secondary Education — have decided to introduce common syllabuses for physics, chemistry, biology and mathematics in Class XI from this year. The CISCE is the national board which conducts the ICSE and ISC examinations, for Classes X and XII, respectively. At present, there are 1,800 schools affiliated to the board, of which 900 are senior secondary schools, including four in foreign locations. New Delhi: The Human Resource Development (HRD) Ministry has decided to launch a huge survey on the state of higher education in India, owing to the inadequacy of information that is available about the subject. The ministry has assigned the task of conducting the survey to the National University of Educational Planning and Administration (NUEPA). The survey will be completed in one year's time. An official from the ministry said that the higher education sector in India has been marred with a lack of reliable data which has hindered the implementation of policy initiatives that are required. "The information on Gross Enrollment Ratio (GER) does not get updated properly keeping in mind the increasing intervention of the private sector in higher education," he said. New Delhi: The Indira Gandhi National Open University (IGNOU) will award degrees and diplomas to about 215,000 students April 2, a varsity official said on Thursday. "It will be our 22nd convocation ceremony. Apart from the degrees and diplomas, 78 students from across the country will be honored with gold medals," the IGNOU official added. Panaji: Yoga guru Swami Ramdev Friday backed regional languages Konkani and Marathi as the medium of instruction in schools in Goa that is witnessing heated public debate and rallies over making English the medium of instruction. "We are not enemies of the English language, but Indian languages should be given first preference," Ramdev told reporters in Panaji, when asked if he would back English as a medium of instruction (MOI) in Goan schools. 4,000 Kerala schools to get high-speed net

Thiruvananthapuram: At least 4,000 Kerala schools will get access to high-speed broadband internet connectivity, thanks to a deal between the state government and the state-run BSNL. IT@School Project of the Kerala government will also provide high-speed VPN (Virtual Private Network) over broadband internet connectivity to 300 education department offices in the state. K. Anvar Sadath, executive director of IT@School Project, said the agreement will also enable unlimited data sharing without the need to avail normal internet bandwidth. New common syllabus for science, maths

New Delhi: Senior secondary students across 19 boards of education from all over the country will have core syllabuses for science and mathematics from the next academic session of 2011-12. The combined syllabus for science and maths was developed by the National Council for Educational Research and Training (NCERT) and the Council of Boards of School Education (COBSE). The syllabus will first be offered to students of Class 11 from the year 2011 in physics, chemistry, biology and mathematics. The first board examinations for the courses with the new syllabus will be conducted in the year 2013. The CBSE has already informed all schools affiliated to it and has also uploaded and published the new syllabus on its website. Other boards are still in the process of intimating their schools and students regarding the changes to the syllabus. Aligarh: All important activities in the Aligarh Muslim University (AMU), including admissions and examinations, remained paralyzed on Tuesday on account of the forced locking of the central offices by the students' union a day earlier. Vice Chancellor (VC) P.K. Abdul Azis constituted a committee to talk to the students' union, which locked the administrative block and registrar's office. But president of the union A.A. IIT-Madras, Lafarge to launch cement research project

Chennai: The first joint project by French cement major Lafarge Group's research arm and the Indian Institute of Technology-Madras (IIT-M) is expected to kick start soon, an official said here on Wednesday. Speaking to reporters, Revindra Gettu, professor at IIT-M's Department of Civil Engineering, said the research project will test the durability of concrete as a building material in different climatic conditions. The cement major's research arm, Lafarge Research Centre, and IIT-M last year signed a Memorandum of Understanding, under which the IIT's civil engineering department set up a laboratory to carry out joint research programmes. Lafarge Research Centre has funded the laboratory to the tune of Rs.1.5 crore over a period of three years. According to Gettu, the tests will be conducted on concrete in different parts of India to identify the carbonation and its effects on concrete in different atmospheric conditions. NEW DELHI: Top colleges in the country like St Stephen's in Delhi and St Xavier's in Kolkata may be allowed to give their own degrees if the recommendation of a committee set up by the HRD ministry is accepted. The ministry has in fact set up a panel to create a roadmap for implementing the recommendations of the Madhav Menon committee about autonomy in higher education — which suggested that top colleges be allowed to give degrees — and reports by committee of vice-chancellors on issues like centralized admission test. On the issue of colleges awarding degrees, sources said: "It all depends on what the HRD committee thinks." The panel consists of the special secretary, two additional secretaries, the joint secretary, higher eduction, chairpersons of the UGC and AICTE, and two members to be co-opted from the Menon and VCs' committee. New Delhi: The 22,000 candidates who took the All India Bar Examination (AIBE) held on March 6, 71 per cent of them have come out successful, said Gopal Subramaniam, chairman of the Bar Council of India on Saturday. This was the first time such an entry-level examination was held, to assess a candidate's capabilities as lawyer at the basic level and to set a minimum standard for admission to the practice of law. Only a pass in this examination will enable the advocate to practise the legal profession. It was held across 26 cities barring Chennai, where it was postponed following violence intended to disturb the examination. The Chairman said that the results, declared ahead of the scheduled date of March 20, could be accessed on the BCI website [www.barcouncilofindia.org]. Candidates could get to know their individual result by typing in their roll number for the AIBE. The results were also being sent to the State Bar Councils across the country. New Delhi: The Post Graduate Committee of Courses (Honours) English rejected the semester system; on the other hand the Under Graduate Committee for BA (Programme) accepted it on Saturday. And thus it is set to go in different directions, it seems. As many as 11 out of the 16 members rejected semesterisation in the honours course and nine out of 10 members passed it in BA (Programme). A large number of serious academic arguments have been made against semesterisation to which there have not been any satisfactory responses by the university. Inclusion of Bio-Technology

New Delhi: Central Board of Secondary Education (CBSE) has requested Medical Council of India (MCI) to consider Bio-technology as an eligible subject in the higher secondary stage in order to be eligible to appear in All India Pre-Medical Tech (AIPMT) for 15 per cent merit positions for the medical colleges of India. MCI has amended the 'Regulation on Graduate Medical Education, 1997' and the candidates who have opted for Bio-technology as an elective subject in place of Biology at +2 level are now eligible to appear in medical entrance examination. This information was given by the Minister of State for Human Resource Development Dr. D. Purandeswari, in a written reply to a question, in the Lok Sabha today.

The approval is granted to the suitable proposals complying with the AICTE norms before the commencement of the Academic Year for which these proposals are received. Also, the Government has approved setting up of 20 new Indian Institute of Information Technology (IIITs) on PPP basis. Various State Governments have expressed willingness to set IIITs on PPP basis. The setting up of IIITs in a state would depend upon the response received from the State Governments and interest shown by industry. IGNOU launches full-time MBA course

New Delhi: The Indira Gandhi National Open University (IGNOU) on Wednesday launched a two-year Master's course in Business Administration (MBA) programme in corporate governance, an official said. "It will be taught by eminent management and corporate governance experts. A graduate in any discipline with a minimum of 50 percent marks from a recognised university or 45 percent for reserved category is eligible to apply," said the official. The full-time course has been introduced under the aegis of IGNOU's Centre for Corporate Education, Training and Consultancy, added the official. All the eligible applicants will be required to appear for a test, group discussion and a personal interview for final selection. The classes will commence from July. "The MBA degree awarded by IGNOU is AICTE (All India Council Technical Education) recognised and will be taught with the theoretical concepts combined with relevant contemporary corporate exposure," the official said

IGNOU launches disability course for teachers

New Delhi: The Indira Gandhi National Open University (IGNOU) is planning to launch a short-term course to train teachers across the country in disability issues, an official said on Thursday. "The cell would provide advanced training to teachers, who are already teaching disabled students. The three-month course will be offered under distance learning mode and will provide hands-on practical training and exposure, apart from theoretical input," the official said. The new programme named 'Foundation Course on Education of Children with Disabilities' has been launched under the aegis of the National Centre for Disability Studies, IGNOU. "Our 100 special study centres present in each state will also be used for this purpose. At present, the programme will be conducted in English and Hindi and by June 2011, it will be offered in nine regional languages," added the official. IANS
