Govt launches new scheme for girl's hostels

New Delhi: The Central Government has launched a new scheme for the construction and running of girls' hostels for students of secondary and higher secondary schools.

The scheme will replace the centrally sponsored scheme for 'Strengthening of Boarding and Hostel Facilities for Girls', which was implemented during the 10th Five Year Plan.

While the earlier scheme provided for financial assistance to voluntary organizations only for running girls' hostels, the revised scheme envisages financial assistance for both construction and running of girls' hostels by State Governments, in educationally backward blocks.

The revised scheme provides for construction of 3,500 hostels, each with a capacity of 100 inmates, through State Governments in the educationally backward blocks in the country in addition to recurring grants to meet the needs of inmates.

The main objective of the revised scheme is to bring the girl child to school and to retain her in school at secondary and higher secondary stage. The girl students studying in classes IX to XII and belonging to SC, ST, OBC, Minority communities and BPL families will form the target group of the scheme.

Girls belonging to above groups and studying in classes IX-XII in a recognized school in the EBB (run by any authority, State, District or NGO) with a valid certificate from school Head Master will be eligible to stay in the hostels. At least 50 percent of the girls admitted to the hostels should belong to SC, ST, OBC or Minority communities.

The hostels will be constructed in Kasturba Gandhi Balika Vidyalayas (KGBV) wherever spare space is available. If spare space is not available in KGBVs or no KGBV has been sanctioned in the block, the hostels will be constructed in the compound of a secondary or higher secondary school selected by the State Government.

Students passing out of KGBV will be given preference for admission in the hostel. In blocks without any KGBV, students in all government-aided schools in the vicinity of the hostel will be eligible for admission.

Rs.2,000 crores has been allocated for the scheme under the 11th Five Year Plan. Out of this, Rs.80 crores has been provided in the budget for 2008-09.

The sharing pattern during the 11th Five Year Plan between the Centre and the States will be in the ratio of 90:10. The scheme is being implemented from the current financial year.
